Not necessarily as a separate chamber. A stormwater soakage system needs the inspection, maintenance and clearing access required by its approved design.
That access could be provided through a pit, inlet, removable cover or another designed point. The word soakaway does not identify which arrangement applies, and a visible upstream pit does not prove that no other access is required.
What decides whether a separate chamber is needed?
The approved stormwater or hydraulic design should identify the asset and its access points. Development conditions, the lawful point of discharge, product instructions and the installed drainage layout can also affect what is required.
A soakage pit, trench, soaker well, detention device and stormwater treatment asset are not interchangeable. Each can manage water differently and may need a different maintenance approach.
Brisbane City Council requires private stormwater to use a lawful point of discharge. The National Construction Code recognises on-site soil drainage as a possible option, but the position and manner of discharge must satisfy the appropriate authority. Neither source creates one inspection-chamber rule for every site.
What should the access point allow?
Access needs to suit the system’s intended inspection and maintenance tasks. Depending on the design, that may include checking the inlet, removing accumulated sediment, reaching a pipe section or clearing a blockage with surface-operated equipment.
An upstream pit may provide useful access when the approved design assigns it that function. A removable lid or inlet by itself is not proof that the whole soakage system can be inspected or cleared from that point.
Adding a chamber does not correct an unsuitable infiltration area, an undersized system, a blocked pipe or an unlawful discharge arrangement. Removing or burying an access point can also make future work difficult and may depart from the approved design.
How can you identify the approved arrangement?
Start with the property records rather than excavation. Useful documents can include approved building plans, private roofwater or hydraulic plans, development conditions and product information for a proprietary system.
Compare those records with safe observations at ground level:
- note whether the asset is labelled as a pit, trench, well, tank or detention device
- map visible grates, inlets, pits and removable covers without lifting unknown heavy covers
- record where water ponds, backs up or overflows during rain
- check whether paving, landscaping or later building work may obstruct the shown access
- identify whether the private system connects to Council infrastructure.

Who maintains the system?
The property owner generally maintains private stormwater lines and the outlet leading to the lawful point of discharge. Brisbane City Council maintains Council drainage infrastructure within its responsibility beyond the property boundary.

A Queensland drainage licence covers specified work on above-ground and below-ground stormwater drainage systems. New connections, alterations, testing and underground repairs should be handled by a contractor with the appropriate scope.
What if there is no visible access?
Do not assume an access chamber is missing, buried or optional. Ask a licensed drainage contractor to identify the asset, compare it with available plans and determine whether maintenance access is workable.
A designer or hydraulic consultant may be needed where the approved design is missing, the infiltration arrangement has failed or an alteration is proposed. A building certifier or Brisbane City Council can confirm the relevant approval documents and authority conditions.
Do not enter a pit, chamber, tank, trench or soakage system. Do not excavate, lift an unknown heavy cover or use powered clearing equipment to search for access. Obtain plans and service-location information before any ground disturbance.
Stormwater must not be redirected into sanitary drainage or an on-site sewage facility. If odour, contaminated water or the drainage behaviour suggests a cross-connection, avoid contact and arrange licensed investigation.
When does a blocked system need attention?
Ponding, repeated overflow or water backing up towards the building can indicate an obstructed inlet, blocked pipe, poor infiltration or a capacity problem. Clearing surface leaves may help an accessible grate, but it does not prove the soakage system is sound.
If water is entering the building, threatening electrical equipment or undermining ground, keep people away from the hazard and arrange urgent help.
